Just three territories named?

The World Health Organisation seems to have become as politicised as the United Nations and other supranational bodies. Its Sixty-fifth World Health Assembly  'concluded Saturday after adopting 21 resolutions and three decisions on a broad range of health issues. The six days of discussions involved nearly 3000 delegates, including health ministers and senior health officials from amongst the 194 WHO Member States, as well as representatives from civil society and other stakeholders.'

Only three territories are deemed worth of a resolution, can you guess why?:
'Occupied Palestinian territory: The World Health Assembly adopted a resolution on the health conditions in the occupied Palestinian territory including east Jerusalem, and in the occupied Syrian Golan. The need for full coverage of health services was reaffirmed while recognizing that the acute shortage of financial and medical resources is jeopardizing access of the population to curative and preventive services. ' 
 So long as supra-national bodies allow the Islamic bloc to control parts of policy, Israel will continue to be singled out for criticism. Does anyone seriously believe that health conditions in the Palestinian territories, East Jerusalem and 'occupied Syrian Glan' are the worst in the world? Worse than a dozen areas in Africa, worse than areas in the indian sub-continent etc. Of course not, this is about hatred of Jews and wishing the destruction of Israel.
