Foot and Mouth returns

I read that Foot and Mouth is back and that it is the same strain as last time. Why is anyone surprised? As I blogged on 10 August "vaccinate, vaccinate, vaccinate should be the policy". I doubt that the government will change their preferred method of dealing with this outbreak though.
