Should entitlement to armed police protection be means tested?

Tony Blair is reported to have earned £12,000,000 from public speaking in the last year, so he is not short of a bob or two. This being the case, I would like to know if he is paying for the four armed police that seem to be permanently guarding his London house. There seem to be two stationed at the front of the house on Connaught Square and two at the end of the mews that runs onto Connaught Street at all times of the day and night. I don't know how much it costs to have four highly trained policeman on 24/7 duty but I do think that Tony Blair should bloody pay for them not the UK public.
