"despite" or "because of"?

I was intrigued to read that:
"The number of teenage pregnancies rose last year, despite the government’s attempts to increase sex education and contraception awareness."
Is it not possible that
"The number of teenage pregnancies rose last year, because of the government’s attempts to increase sex education and contraception awareness."?

Just wondered...
