Fitting the news to the agenda - "Mild winter ahead"

Not the BBC but the Telegraph who reported recently that
"Britain will have a mild winter, the Met Office said yesterday.... the forecasters said there was a 50% chance of a mild winter"
Hold on there is a 50% chance of a mild winter, doesn't that mean that there is a 50% chance of not having a mild winter but an average or even colder than average winter. So why the headline?
