'Secret' traffic laws?

I read at the weekend that drivers in Copenhagen have protested after parking authorities in Copenhagen decided that many of its traffic laws were secret, in defiance of rulings that wardens must explain why they have issued a ticket. Apparently traffic wardens in Copenhagen have been refusing to say why they have issued a ticket claiming that if they did then drivers would lose respect for the laws and might try to work around them.

As I read this I thought that Camden Council would be wondering if this is a route that they could go down.
