Could the Coalition do with £18.3 billion?

'the Climate Change Act is to cost us all up to £18.3 billion – £760 for every household in the country – as we reduce our carbon emissions by 80 per cent'
Christopher Booker knows where we can fond that sort of money, it's just a shame that David Cameron and Chris Huhne are set on following the self-destructive path of Ed Miliband and the last Labour government.
