Did anyone seriously think they were to blame?

'MI5 'was not responsible for 7/7'

MI5's chief of staff has told the 7 July inquests that the security service cannot be held responsible for the 2005 London suicide attacks.'

This runs a BBC headline. Who apart from the BBC would seriously blame MI5 for the decision by four Islamists to kill as many Londoners as they could?
