'... at the height of the problems'?

This BBC article http://www.bbc.co.uk/news/health-26821070 ends thus:
'... Sir David Nicholson, who announced last year he was stepping down after seven years leading the health service.

He had faced repeated calls to resign over his role in the Stafford Hospital scandal.

Sir David spent 10 months in charge of the local health authority in 2005 and 2006 at the height of the problems.'
Over a thousand people apparently died unnecessarily at Mid Staffs under the supervision of the last Labour government but the BBC categorise that just as 'problems'. 

That's the BBC always looking to minimise negative coverage of their Labour allies.
