Possibly but could that time be offset against the time spent by staff at work using Facebook, WhatsApp, Tinder and other apps during work time?
You can add to the list of personal things done at work "On-line shopping". My daughter tells me that ordering the week's groceries and looking for a new outfit is quite common practice.
