That's odd, why has the security certificate expired?

I just took a trip to Euro.gov.uk only to find this message:
"Secure Connection Failed

www.euro.gov.uk uses an invalid security certificate.

The certificate is only valid for financialsanctions.hm-treasury.gov.uk.
The certificate expired on 21/09/2009 00:59.

(Error code: ssl_error_bad_cert_domain)

What has happened here? Has the URL changed to this or is something big in the offing?
