More helicopters or more helicopter hours?

The BBC's transcript of Gordon Brown's speech about the Afghan War contains this line

"... by next Spring we will have increased the number of helicopter hours, including commercially leased freight helicopters, more than threefold over the last three years."

I wonder if that is more actual helicopters or just the same number of helicopters operating for more hours...
