Sub-editor?

Tuesday's Telegraph newspaper included an article entitled "Britain a nation of bystanders when witnessing crime". This included the rather odd sentence
"Six out of ten people in Britain would be unlikely to challenge a group of teenagers vandalising a bus shelter , compared with six out of ten in Germany, say researchers."
That's a huge difference between the two countries! Sub-editor...
