From The Telegraph "In another sign of mounting tension, Michael Connarty, the chairman of the all-party European Scrutiny Committee, said: "We are concerned by the Prime Minister's apparent ability to commit the UK to binding European Council conclusions without needing to call for parliamentary scrutiny." The committee found that summit "conclusions" are drawn up in Brussels weeks in advance and are kept from MPs and peers who are responsible for scrutinising EU laws in Parliament. Other EU governments including Sweden, allow their MPs to see the documents in advance. A spokesman for Open Europe, a eurosceptic pressure group, said last night: "MPs are not shown important EU documents until it is too late to do anything about them. It makes a joke of the parliamentary process.""
