Whilst exam passes and A grades increased under the last lamentable Labour government, the reality was somewhat different. Fortunately there is an accepted international comparison of educational standards, it is organised by the OECD and is called the PISA survey - the Programme for International Student Assessment.
Here are comparisons between 2000, 2006 and 2009.
Note how even as educational standards apparently rose under Labour, they fell under independent measures.
Science 4th to 14th to 16th, Reading 7th to 17th to 25th and Mathematics 8th to 24th to 28th.

Very interesting.
There are a lot of documents on the PISA site, so if you have links to summary documents that give those figures I'd find that helpful.
I don't know if you've seen the Germany state-comparison document but it backs up the notion of the East German Socialist Education system (a NuLiebore aspiration from their actions) 'equalising down'.
