"I do not see why people should have to wait on trolleys for hours in a modern NHS"

In a speech to NHS managers in 1996, the then leader of Her Majesty's opposition, Tony Blair made this promise: "We will set up a task force to report urgently on how we can end trolley waits in the NHS for good . . . I do not see why people should have to wait on trolleys for hours in a modern NHS."

Within a year Tony Blair was Prime Minister with a huge majority. So after three election wins and almost 11 years in power with massive investment/spending on the NHS, how come patients are still staying on hospital trolleys for long enough that relations are given slips of paper giving them the visiting times for patients staying on trolleys?
