'Patient Care Not The Top Priority'

Sky News are reporting the results of a Healthcare Commission survey of 155,922 NHS staff. The headline result is quite incredible, "Less than half of NHS staff (46%) believe patient care is the top priority at their health trust". If patient care is not the number one priority, what is? I'd like to see the detailed figures but as with most state run "businesses", I believe that the top priority at the NHS is to run the NHS for the benefit of its staff. The NHS is a massive bureaucracy with the patient care aspect of little interest to many of the bureaucrats.
