Zimbabwe's Presidential Powers Act - remind you of anything?

The Telegraph report in a seemingly shocked way that " Under the Electoral Act, a second round of the presidential contest must take place within 21 days, or by April 19.

Under the Presidential Powers Act, passed as a "temporary measure" in 1986, Mr Mugabe can rewrite any law he likes without reference to parliament.

He could issue a decree providing for a 90-day interval between the two rounds of any presidential election.

This would give him ample time to mobilise the war veterans."

Terrible, absolutely terrible and obviously this Zimbabwean Presidential Power Act has absolutely no similarity to our Labour government's Legislative and Regulatory Reform Act 2006 or clause 43 of the new draft Constitutional Renewal Bill.
