"The majority of drivers will benefit from this proposal"

"The majority of drivers will benefit from this proposal" so said Gordon Brown at PMQs when answering a question about the upcoming changes to Vehicle Excise Duty (VED). In fact the Treasury itself now reports that only 18% will benefit. Does this not mean that Gordon Brown mislead the House of Commons, in which case should he not be called to apologise to the House?

Bl**dy right he should!
It might make him think twice before he spouts his usual tractor production figures/targets.
But I don't see Airmiles Martin taking him to task, instead it will probably be leaked out in a letter to the Common's library.
