Not "appropriate nor proportionate"

What staggeringly surprising news, hot on the heels of the revelation that Peter Hain would not
"face charges over the late declaration of donations to his Labour deputy leadership bid.... Prosecutors said there was insufficient evidence to charge him with anything."
Today I read that:
"No action will be taken over a £3,000 donation which Justice Secretary Jack Straw declared more than four years late, electoral officials have said."
Apparently
"the Commission said it would not be "appropriate nor proportionate" to take any further action."

You couldn't make this sort of thing up and under this Labour government we don't have to.
