For some reason the expression "piss-up in a brewery comes to mind"

The Telegraph report on the debacle that is the Type 45 destroyer project for some reason makes the expression "couldn't organise a piss-up in a brewery" to my mind, mind you much of that which this Labour government does would fit comfortably under that heading.
