Question: When is a Grad an 'indiscriminate weapon that - while not illegal - could be even deadlier than cluster bombs' and when is it of no real concern?

Answer: If you are the BBC then if it is being fired at Islamist rebels in Libya it is an 'indiscriminate weapon that - while not illegal - could be even deadlier than cluster bombs' but if it is being fired by Hamas terrorists at Israelis then "It was just a signal, aimed at the outskirts" or it is an ineffective weapon that causes little or no injuries to Israelis.

Of course the reason that relatively few injuries are caused to Israeli citizens by Grad rockets is that they are protected by bomb shelters built by the Israeli government to protect its people. But would the BBC really report the attacks any differently if Israelis were being killed by them?
