Police priorities exemplified?

The Telegraph report that:
'A police force has launched an inquiry to discover why two of its officers went to the home of a 13-year-old schoolboy at nearly midnight to question him about throwing an apple at a fellow pupil. '
Read the whole piece and wonder at the thought processes that would have lead any police officers to decide that going to interview a 13 year-old at nearly midnight in connection with throwing an apple core and causing light bruising was a reasonable use of police resources.
