The Progressive Policies Forum

"If it quacks like a duck, looks like a duck, and smells like a duck, it is a duck".

Unfortunately apart from Peter Hain's press statement describing the Progressive Policies Forum as a 'think tank', in all other respects the Progressive Policies Forum seems to moo, have trotters and smell faintly of hay. In other words I am not sure what the Progressive Policies Forum is, but it doesn't seem to be a think tank.
