This week the award goes to the House of Commons Public Administration Committee who concluded that "The post of independent adviser meets none of the criteria we associate with independence." They also reported that the independent advisor had "very little independence", was of "limited value" and that his "hands are tied" by being appointed by, and only able to investigate if requested by, the Prime Minister.
