Deluded

The Telegraph report that "disposable income falls for the first time since 1997" but it is a line near the end of the article that made me do a double-take:

"Gordon Brown has privately predicted that it (the economy) could soon turn a corner and start to recover."

"Could"? If he changes his thinking from "could" to "will" then we should really start worrying.
