Superfluous second part of sentence time

The BBC report that:
"The UK government says it still has no plans to nationalise the banking sector, despite increasing its stake in Lloyds. "

Surely the part of that sentence starting with the word "to" is superfluous!

"The UK government says it still has no plans"

Yes that makes much better sense.
