What's missing from Gordon Brown's list?

The BBC loyally report that:
"People in England will get more online powers to rate GPs, police, childcare and councils, Gordon Brown has said."
How odd, no mention of being able to rate Government departments, Government ministers and definitely not of being able to rate the Prime Minister.

He was certainly rated at midday on the You and Yours programme on Radio 4.
He was found totally wanting and fully out of touch with people and business.
Even his own party supporters are in awe at his incompetence and the fact that he speaks in cliches and mantras.
Like rain in the Sahara the initiatives his propaganda machine almost daily spurts out never reach the ground.
