"In what will inevitably be regarded as a barometer of the general mood in Downing Street – and Gordon Brown's in particular – official figures show that an astonishing 100 computer keyboards have had to be replaced by the Cabinet Office over the past 12 months."How many staff are employed in the Cabinet Office? 100 keyboards replaced for 100 staff would be a ridiculously high percentage, 100 from 1,00 would be extremely high, 100 from 10,000 would be about right. Is the Cabinet Office that over-staffed or is there another reason so many keyboards are being replaced?

How long do you think a computer keyboard lasts? If you have 1000 keyboards and 100 need replacing per year, this means an average keyboard is lasting 10 years. I don't think I've ever had a keyboard last half that long.
Somehow I doubt that their computers let alone the keyboards last ten years. I think you'll find that the computers (and accessories) themselves are replaced every three years. So in fact they are replacing 10% of keyboards a year on computers no more than two or three years old and let me tell you that that is a very high replacement rate.
