Making the World Cup decision

The Telegraph have pen portraits of the 22 FIFA men who will decide the venues for the 2018 & 2022 World Cups. I liked the one for the Russian Sports Minister, Vitaly Mutko: 'Has endured a torrid year after inquiry into Winter Olympics expenses revealed claims for 97 breakfasts in 20 days.'
Sounds like a man with, as they say, 'bottom'.
