Stockholm suspect 'admits truck attack' per BBC News

This BBC report http://www.bbc.co.uk/news/world-europe-39543750 ends with two sentences that illustrate just how stupid Western society is.

'After applying for residency in 2014, he was informed in December 2016 that "he had four weeks to leave the country", police official Jonas Hysing said.

He disappeared and, in February, was officially put on a wanted list.'

It seems that the relevant authorities actually believe that someone who's failed in their application to stay in the West will meekly wait around to be deported. Are these authorities really shocked when the individual disappears rather than be deported, or don't they care what happens?
