Stonewall calls for 'gender X' option on passports per BBC News

Another article about the BBC's current obsession with matters transgender here http://www.bbc.co.uk/news/uk-39489678 where this line caught my eye:
'It is estimated that about 650,000 people identify as trans in the UK.'

Estimated by whom? On what basis?
