A policy so good it must be announced every two years

Gordon Brown yesterday announced that his Government would close failing schools. Wow, what a great idea if only someone had thought of it before, oh they have and announced it in 1995, 1997, 1998, 2000 (twice) and 2005. You can read the details at Iain Dale's site. Strange that the UK's national broadcaster hasn't noticed the repetition, maybe the Just a Minute team will bring it to their employer's notice.
