Increased spending on education resulting in... (part 1)

The Institute of Directors found that 71% of its members believe that the writing skills of new recruits have worsened in recent years. 60% believe that numeracy skills have declined. Will someone please explain to this Labour government that spending more money does not necessarily result in improved services.
