The Telegraph reports that Chris Sims, Chief Constable of Staffordshire, has said regarding the target culture of modern policing that

"I think at its worst it allowed the 'policing to targets' culture to take hold... so at its worst, at its most extreme it encouraged that sort of policing to targets."
