This week's award goes to the Conservative MP, Mark Pritchard, for his staggering conclusion (as reported by the BBC) that "A £300m government scheme to give free laptops to poor children is open to abuse... Mark Pritchard said constituents had raised concerns about computers given out under the Home Access Programme apparently being sold for cash."
Of course it could be open to abuse, but then what did this Labour government think poor people would do if given a free laptop worth up to £528?
