Gordon Brown and his dodgy memory

The Spectator reports on The Guardian's interview with Gordon Brown, the line that caught my eye was this one:

"A shadow banking system had arisen and the regulatory system did not pick that up"

Hmm, do remind me, who designed the tripartite regulatory system?  Does that person bear any responsibility?
