She just didn't get it

Hazel Blears was being interviewed very gently by Simon Mayo on the radio this afternoon. She was talking about making local voters able to vote on priorities for spending. She kept being asked whether the option to reduce spending would be an option and she kept ignoring the question and talking about people being able to prioritise different road schemes etc. I genuinely think she just couldn't grasp the concept of spending less.
