Complete control

The government's Unique Learner Numbers scheme means that every schoolchild over the age of 14 will be issued with a personal number and have their records stored permanently on a Government database. A way of getting children onto the National Identity Register (NIR) by stealth, surely not. At least we can trust the Government with this sort of data, oh hold on that's not right is it?
