"light on new policies and did not contain a convincing political narrative."

The FT report that:
"Gordon Brown has postponed plans to publish on Monday a “next steps” plan for Labour’s last months in office before the election, as ministers try to rustle up new ideas to revive his administration.

Mr Brown on Friday convened a three-hour cabinet meeting to discuss the initiative – dubbed “Building Britain’s Future” – which he hopes will provide the government with new momentum.

But Mr Brown’s team feared that the draft document – due to be launched next week – was light on new policies and did not contain a convincing political narrative.

A trawl around Whitehall departments for ideas was said to have been underwhelming. Civil servants privately admit it is hard to motivate officials to devise policies for a government whose term has less than a year to run and that could soon be out of office."
I think the expression "Dead Man Walking" sums up Gordon Brown at the moment.
