A "code of conduct"

Muffled Vociferation concisely points out that:
"The Prime Minister said he planned to introduce a binding "code of conduct" for MPS and warned other public institutions they would also face tougher scrutiny as part of a bid to clean up the system.

Can someone please tell the moron, that there is already a comprehensive "Code of Conduct". It's the Code of Conduct that these MP's have broken or doesn't this one count anymore?"
