47% still believe that a Labour government would keep its manifesto pledges; who are these people?

Politics Home reports that:
"A sample of 1,193 UK voters were asked how likely they believed each of the three main political parties were to fulfil their manifesto promises.

In a sign of erosion of trust after twelve years of government, under half of natural Labour supporters believe that a Labour government would deliver on a new manifesto. Around three quarters of Conservative and Liberal Democrat supporters would have confidence in their parties' manifestos."
77% of natural Conservative supporters believe that their party would keep to their manifesto, 75% of natural Lib Dem supporters and just 47% of natural Labour supporters. Politics Home seem shocked that the figure is as low as 47%, I am shocked that it is that high. Just as with opinion polls showing 30% of the electorate will vote Labour, after all the havoc they have wreaked, I am amazed.


"Voters were also asked to rate Labour’s performance in fulfilling the six key promises that featured on its pledge card at the 2005 election.

Not bad between 6.0 and 5.1 out of 6.0, odd figure to rate out of though, what is this ice-skating? In fact the scores are out of 10. Here's the actual polling question:
"Looking back at a real life pledge card, the Labour party made the following promises before the 2005 election. Please rate how successful you believe the government has been in fulfilling them (on a scale of 1 to 10 where 1 is could not have been less successful and 10 is could not have been more successful)"
