Early on the morning of 22 November 1990, Margaret Thatcher (then 65) announced to the Cabinet that she would not be a candidate in the second ballot for the leadership of the Conservative party . Mrs Thatcher informed the Queen of her decision, and a statement was released from 10 Downing Street at 09.34
