Labour's manifesto promises

Labour's 'promise' not to raise income tax rates needs to be seen in context. Here's a promise from their 2005 general election manifesto, it's on page 16, ‘We will not raise the basic or top rates of income tax . . .’

That's odd I could have sworn Labour increased the top rate of tax from 40% to 50% in this year's budget - a 25% rise in tax rate.
