Was Brazil that far-sighted

Terry Gilliam's "Brazil" is a great film so I was interested to read this review that struck a chord with me:

"Terry Gilliam's future, unsurprisingly, is an organisational catastrophe of bureaucracy gone mad, where a monolithic government gets away with torture and murder simply because complaining about them is such an incredible faff."

Is anyone else reminded of life in Labour Britain?
