Why the disparity in treatment?

Why was it necessary for the furtherance of peace in Northern Ireland to issue Royal Pardons to some convicted IRA terrorists and comfort letters to 200 others but to investigate the British Army's actions on Bloody Sunday? 

Other than Tony Blair and his government being pro Irish Republicanism, can you think of a reason?

Actually there is the possibility that supporting the IRA was trendy in the 1970s amongst the British left, just as other 'Civil Liberties' matters were.

Blair converted to catholicism and his children have irish passports. These rejections of his British identity tell you all you need to know about where his sympathies lie.
