Apparently 'A Labour Party spokesperson said: "David Axelrod lives in the US, works in the US and pays tax in the US. We pay AKPD Media in the US in US dollars. There is no tax due in the UK."'
True but this is for work carried out in the UK, doesn't (or shouldn't) that make a difference?

No, that is an export of services from the US to the UK. I provide lots of services to foreign clients, travel their to attend meetings, work there for days at a time or stay even longer, but I remain a UK resident and my income is taxable only here.
