It seems that if you steal you'll lose a hand, commit a homosexual act then you'll hang but if you commit acts of terrorism then you'll be sent to a holiday camp for a few years until the fuss dies down.
It seems to me that Saudi Arabia is saying to AL-Queda "don't worry chaps, if you get caught we'll look after you and send you to a holiday camp until your time is done. After all we support your aims and we wouldn't have imprisoned you in the first place, but we need to placate the West.
