The government of a member nation of the United Nations has opened fire with machine-guns on the bereaved attending a funeral for people killed by that some government, so I presume the United Nations will be passing a resolution decrying this government's action. As the country in question is also on the Council of the United nations Human Rights Council will the UNHCR itself censure this country?
Since the country is the Libyan Arab Jamahiriya , somehow I doubt it. However if Israel do knock down a tree near its border with The Lebanon I expect all sorts of resolutions to be passed without delay.
