What's a "civilian"?

The Stop the War coalition state on the page devoted to "Protest against Israeli Ambassador’s visit to Kensington Town Hall 9 Feb 2009" that (my emphasis):
"Despite the freezing weather and hard rain falling, about 200 people arrived with banners and placards and shouted their displeasure at the Conservative Councillors inside Kensington Town Hall who were sipping champagne with representatives of Israel who have just killed 1300 civilians in Gaza, including the relatives of several families living in the Royal Borough."

So Israel killed 1,300 civilians; not a single Hamas terrorist/militant/fighter was killed? I presume that the same group (or at least many of its members) would say that every Israeli death was justified as they all have served or will serve or are related to someone in the Israeli military. Double standards or no standards?
